Managing Partner
Tony N. Garcia is the managing partner at Garcia Law, LLC. He is considered a premier litigator in the State of Maryland and has litigated high profile cases in other states such as California. He specializes in the areas of criminal defense, civil litigation, and personal injury. Mr. Garcia’s criminal practice ranges from large scale narcotic investigations and high-profile homicides to complicated economic crime offenses. He is well regarded for his zealous representation, knowledge, and creativity in resolving his client’s legal problems. Throughout his career, Mr. Garcia has been recognized as a ferocious litigator, and has represented high-profile cases in both state and federal court. Mr. Garcia represents people from all walks of life who have been harmed, humiliated, or injured by law enforcement.
Mr. Garcia is a graduate of Hampton University where he finished Summa Cum Laude. He attended the University of Maryland School of Law and graduated in 1994. Upon graduation, Mr. Garcia was sworn in as an Assistant State’s Attorney for the City of Baltimore. During his ten-year tenure as an Assistant State’s Attorney, he served with distinction. Prosecuting cases in the Juvenile Southern District, Felony Narcotics, and Homicide and finally finishing his prosecuting tenure as the jury trial prosecution trainer.
In 2009, Mr. Garcia transitioned into private criminal defense, where he has handled thousands of criminal cases. Mr. Garcia is dedicated to providing premier authentic representation to his clients. He is well respected in the legal community as he routinely represents clients that have been referred to him by judges, prosecutors, law enforcement officers and fellow attorneys. With nearly thirty years of experience, Mr. Garcia’s vast knowledge and experience has garnered outstanding results for his clients. jessica Rubin
associate attorney
Jessica Rubin is a graduate of Florida State University where she studied criminology and psychology. Ms. Rubin then attended the University of Baltimore School of Law. During her time in law school, Ms. Rubin represented clients through the Mental Health Clinic, interned at the Public Defender’s Office, and clerked with the Honorable Judge Waxman.
In 2015, Ms. Rubin began working at Garcia Law, LLC, formerly Bates & Garcia, LLC as a legal intern. There, Ms. Rubin assisted in preparing criminal cases and drafting pretrial motions, as well as numerous jury trials. Ms. Rubin worked on a variety of cases, including high profile cases that garnered national attention. Though she began working with the firm as a legal intern, Ms. Rubin graduated in May 2020 and her role with the firm has since transitioned into that of an associate.
Currently, Ms. Rubin’s practice is focused on criminal defense, including incarcerable traffic violations, violations of probation, and all misdemeanor and felony charges. As an associate attorney, Ms. Rubin has dominated in her role as a criminal litigator and has successfully secured favorable outcomes for her clients. Throughout her time at Garcia Law, LLC, Ms. Rubin continuously advocates for her clients, and ensures her clients receive the best representation.
